Scientific and Technical Cooperation

The development of Ukrainian-Japanese relations in the field of science and technology is important, especially in the context of project implementation and joint research by research institutes of both countries.

In order to establish systematic long-term cooperation in science and technology, in accordance with the provisions of the Agreement between the USSR and the Government of Japan on Cooperation in Science and Technology (October 10, 1973), the Joint Statement on Partnership in the 21st Century and the Press Release Cooperation between Ukraine and Japan in the Field of Science and Technology (July 21, 2005), On February 15, 2006, the First (Constituent) Meeting of the Ukrainian-Japanese Commission for Scientific and Technical Cooperation (CSTC) was held in Kyiv. The results of the meeting were presented in the form of a Record of Negotiations.

During the visit to Japan of the delegation headed by the First Deputy Head of the State Agency for Science, Innovation and Informatization of Ukraine B. Hrynev (November 16-19, 2011) on November 17 in Tokyo the Second meeting of the CSTC took place.

During the Second Meeting of the CSTC, special attention was paid to discussing the practical experience of Ukraine in overcoming and minimizing the consequences of the Chernobyl disaster, prospects and ways to use the professional potential of our country to help Japan eliminate the accident at Fukushima-1.

In December 2012, a delegation of the Japan Science and Technology Agency for Japan visited Ukraine to get acquainted with the development of scientific, technical and innovative spheres of our country.

In March 2013, the Chairman and Founder of the International STS Forum (Forum "Science and Technology in Society"), former Minister of Finance of Japan K.Omi visited Kyiv, where he met with the Minister of Education and Science of Ukraine, Chairman of the State Agency for Science, innovation and informatization of Ukraine, visited a number of higher educational institutions, in particular, Taras Shevchenko National University of Kyiv, National Technical University "Kyiv Polytechnic Institute".

In July 2013, Nobel Laureate in Chemistry, President of the RIKEN Institute R.Noyori visited Ukraine, who met with First Deputy Minister of Education and Science of Ukraine E.Sulima, Rector of Taras Shevchenko National University L.Gubersky and representatives of the Institute of High Technologies. During the meeting, the parties discussed issues of cooperation between Japan and Ukraine in the field of science and technology, development of interdisciplinary research, improvement of mechanisms for cooperation of scientists with industry.

In October 2013, the Ukrainian-Japanese Conference on Scientific and Industrial Cooperation was held at the Odessa National Polytechnic University. The purpose of the conference was to study the opportunities and legal bases of foreign investment in innovative projects of national production, to present to Japanese colleagues the scientific and practical potential of domestic higher education institutions.

In November 2013, the Vice-Rector of NTUU "KPI", the Member of the NAS of Ukraine Prof. S.Sidorenko visited Japan where had talks at the Japan International Cooperation Agency (JICA), the RIKEN Research Institute (Spring-8 Center), the Tokyo University of Agriculture and Technology, RIGAKU Corporation.

On December 6, 2013, the Third Meeting of the Ukrainian-Japanese Commission for Scientific and Technical Cooperation took place in Kyiv, during which a Memorandum of Understanding and Scientific Cooperation was signed between the State Fund for Basic Research (SFSF) and the Japanese Society for Science (JSPS). joint Grant Support Program for bilateral research projects. Based on the above document, the SFFF and JSPS conduct an examination of inquiries to assess the quality of the proposed projects, including the competence and experience of researchers and the results of project implementation.

On September 4, 2014, the Institute of Agroecology and Nature Management of the National Academy of Sciences of Ukraine signed a cooperation agreement with Kobe University.

On September 3, 2016, the Ministry of Education and Science of Ukraine together with the Ministry of Education, Culture, Science and Technology of Japan, the Embassy of Japan in Ukraine and the National Technical University of Ukraine "Igor Sikorsky Kyiv Polytechnic Institute" held a joint Ukrainian-Japanese seminar "Research with Japan and in Japan» (Japan-Ukraine Seminar on Science and Technology Cooperation« Research with / in Japan »).

January 20, 2017. National Technical University of Ukraine "Kyiv Polytechnic Institute. Igor Sikorsky” and Kyiv Polytechnic Science Park have signed a memorandum of understanding with the Ukrainian division of the Japanese company Panasonic Ukraine Ltd.

From October 6 to 9, 2018, the Minister of Education and Science of Ukraine L.Hrynevych visited Japan, during which she took part in the international event "Science and Technology in Society Forum" (Kyoto).

During her stay in Japan, L.Hrynevych met with the Minister of Education, Culture, Sports, Science and Technology M.Shibayama.

On September 24, 2019, with the support of the State Agency of Ukraine for Exclusion Zone Management, Fukushima University and the National Institute for Strategic Studies signed a Memorandum of Scientific and Technical Cooperation in improving radiation control in the exclusion zone and improving the relevant Ukrainian legislation.
