In order to prevent the spread of the second wave of acute respiratory disease COVID-19 in Ukraine, the Cabinet of Ministers of Ukraine on August 27^th imposed temporary restrictions for foreigners on entry into Ukraine.

For the period of restrictions, until 00:00 September 28^th, 2020, foreigners and stateless persons are prohibited from entering Ukraine, except for the persons who:

1) are one of the spouses, parents, children, grandparents of a citizen of Ukraine;

2) arrive in Ukraine to study in higher education institutions;

3) serve in the Armed Forces of Ukraine;

4) permanently or temporarily reside on the territory of Ukraine and have a permanent residence permit or a temporary residence permit;

5) recognized as refugees or persons in need of additional protection;

6) have a work permit for foreigners and stateless persons;

7) are employees of diplomatic missions and consular posts of foreign states, missions of official international institutions, organizations accredited in Ukraine, and members of their families;

8) are heads and members of official delegations of foreign states, employees of international organizations, as well as persons accompanying them and entering Ukraine at the invitation of the President of Ukraine, the Parliament of Ukraine, the Cabinet of Ministers of Ukraine, the Office of the President of Ukraine, the Ministry of Foreign Affairs;

9) are persons arriving in Ukraine at the invitation of the Ministry of Foreign Affairs;

10) are drivers and/or crew members of freight vehicles, buses engaged in regular transportation, crew members of aircraft, sea and river vessels, members of train and locomotive crews;

11) are instructors of the armed forces of NATO member states and member states of the NATO "Partnership for Peace" program, who participate in the training of units of the Armed Forces or arrive at the invitation of the Ministry of Defense;

12) are cultural figures who arrive at the invitation of cultural institutions together with one person accompanying each of them;

13) arrive to participate in official sports competitions held on the territory of Ukraine and their accompanying persons;

14) are technical specialists who arrive in Ukraine at the invitation of representatives of Ukrainian enterprises;

15) are persons carrying out transportation of hematopoietic stem cells for transplantation;

16) arrive for treatment at health care institutions of Ukraine.

Also, in accordance with Ukrainian legislation, the Head of the State Border Guard Service may make additional decisions on the controlled permit of foreigners to across the state border.
