The escalation of the situation in the cities of Eastern and Southern Ukraine is inspired externally and caused by the subversive actions of the Russian Federation.
These provocations are exercised by the groups controlled by the Russian special agencies.
The aggressive acts that threaten the lives and safety of the Ukrainian citizens, intensified actions by separatist forces and participation of the Russian citizens in the illegal activities reveal the intent to implement the second phase of the occupation of Ukraine by Russia.
These acts of sabotage are accompanied by large-scale propaganda campaign that cynically distorts facts, utilizes blackmail and threats, spreading blatant lie and seeks to justify interference in the internal affairs of Ukraine.
The escalation of the situation should have led to bloodshed and armed confrontation. This drive was planned to be used as a pretext for further aggression.
The raving about the presence of “American commandos” to fight the insurgents had to destabilize the situation further on. These speculations reveal the mind-set of the Russian agents deeply distorted by special operations.
As of today the situation has been stabilized.
The Rule of law is ensured by the Ukrainian law enforcement agencies who will act resolutely and within the law against any assault directed against the state and its people. The developments are now under control.
The Ukrainian citizens resisted these provocations. The people of Ukraine do not and will not accept the ideas of separatism and fascism that are actively spread by the provocateurs of the Russian special agencies. The idea of the so-called “federalization” of Ukraine, imposed by Moscow, belongs to the same number of specially crafted tools of distortion and bias. It is not about federalization at all, but about paralyzing and weakening of our country, its economy and opportunities for its citizens.
The basic position of the Government of Ukraine is the protection of all democratic rights and freedoms of people, development of genuine dialogue of national consensus in the country and providing for all citizens comprehensive and genuine possibilities for local government, which allows every citizen of Ukraine to be a master of their own country. It is not the type of governance, but the real essence of the separation of powers that should be improved in Ukraine. These prospects are a concern of all totalitarian imperial forces which are afraid of emerging of a successful alternative to the controlled pseudo-democracy in Ukraine.
The Russian chauvinism is not concerned by the rights of a person, including the real needs of the Russian people, whose complex economic, social and demographic situation raises reasonable international concern. Severe internal problems of Russia should calm down the aggressor.
Ukraine demands that the Russian Federation should immediately stop interfering in the internal affairs of Ukraine and stick to the commitment to de-escalate the situation.
Ukraine is ready for international mediation and dialogue in such formats that would enable attainment of practical results in clearly specified timeframe.
The issues pertaining to the sovereign rights of the Ukrainian people to carry out its internal and foreign affairs cannot be a subject of negotiations. Ukraine warns the Russian Federation against its obsessive attempts to devise a constitution for Ukraine. These intentions have nothing to do with the interests of the Ukrainian citizens. They reflect the plan of occupation and stagnation of Ukraine.
The basic elements of a settlement should be cessation of aggressive actions, rhetoric and subversion by the Russian Federation against Ukraine, rejection of the plans of occupation, which constitute a direct threat to all neighbouring states and international peace and security, and withdrawal of the armed forces of the Russian Federation from the Ukrainian border and Crimea.
Ukraine welcomes broad international solidarity in protection of its sovereignty, territorial integrity and inviolability of borders. Confidence and firm willingness to return Russia to the civilized relations, rights and coexistence of states should guide our common cause.
