Scientific and Technical Cooperation of Ukraine and Japan
Development of Ukraine-Japan relations in the area of science and technology has an important place among the main priorities for developing the whole range of Ukraine-Japan relations, especially in the context of realizing mutually profitable projects and undertaking joint research projects by the science-research institutions of both countries.
For the purpose of starting a system of long-term cooperation in the science-technology sphere between our countries, the First (establishment) Session of the Ukraine-Japan Commission on Scientific and Technological Cooperation was held in Kyiv on February 15, 2006. During this session both sides showed interest in the realization of joint projects and showed their commitment to cooperation by organizing workshops, regular information exchanges between scientists and experts, implementation of research projects, and pure research, particularly in such priority areas as material sciences, nanotechnologies, information technologies, life sciences (including biotechnologies and radiology), and also energy- saving technologies.
The establishment session of the commission was held according to the agreement between the USSR and the Government of Japan concerning cooperation in science and technologies (October 10, 1973), the Mutual Statement concerning partnership in the 21st century, and the Press-release regarding cooperation between Ukraine and Japan in the sphere of science and technology (July 21, 2005).
On 16-19 November, 2011 the delegation of Ukraine headed by First Deputy Chairman of The State Agency on Science, Innovation and Informatization of Ukraine B.Grynyov has been visiting Japan and took part in the Second Meeting of the Japan-Ukraine Commission for Science and Technology Cooperation.
The main purposes of the visit were to evaluate of the current state in the science and technology sector in Ukraine and Japan and determine of the format of our future collaboration. This Meeting is a testimony of the willingness and readiness of our countries to develop effective and fruitful cooperation in the field of science and technology.
Ukrainian delegation came into notice the Japanese partners on the factors that make Ukraine attractive for scientific-technical and innovation cooperation, particularly as one of Europe's largest scientific-industrial complex - from space to nano-technology. The other important cause, which currently has been observing by Japan, is using the experience and potential of Ukraine in the mitigation of aftermath of nuclear power plant accident.
As important part of the visit, the Ukrainian delegation was invited by members of the House of the Representatives of the Parliament of Japan at a special meeting. In October, 2011 the members of Parliament of Japan visited Ukraine to study the experience of our country in the overcoming the consequences of the Chornobyl disaster.
On December 6, 2013, the Third meeting of Meeting of the Japan-Ukraine Commission for Science and Technology Cooperation was held in Kyiv.
During the meeting, the parties discussed the current state and priority directions of science, technology and innovation of Ukraine and Japan, the legal framework in these areas, international scientific and technological cooperation and bilateral cooperation between Ukraine and Japan in the areas of common interest: research in the field of high-energy physics, biotechnology, nano-materials and the space industry.
In the frame of the Third session, the Memorandum of Understanding and Scientific Cooperation between the State Fund of Fundamental Research of Ukraine (SFFR) and the Japan Society for the Promotion of Science (JSPS) was signed. In addition, the protocol on implementation of the joint program, which provides grant support to the bilateral research projects for 2 years was signed..
The activities of the Ukraine-Japan Centre in Kyiv became a very important instrument for further productive cooperation between our countries in the sphere of science and technology. An agreement concerning realization of the project for technological cooperation, “Ukraine-Japan Centre”, was signed by the Ministry of Economy of Ukraine and the Ministry of Foreign Affairs of Japan in July 2005.
On the basis of the Centre's mandate, business-workshop projects regarding investment and trade development, cooperation between scientists, the industrial sector, and government institutions have been held. There are also Japanese language courses and events concerning science-technology and cultural exchange that our countries established.
On May 22, 2006, the Protocol between the Japan International Cooperation Agency (JICA) and National Technical University of Ukraine “Kyiv Polytechnic Institute” concerning the initiation of the project for international technology support “Ukraine-Japan Center” was signed. The presentation of the Japanese Centre within the structure of the National Technical University of Ukraine “Kyiv Polytechnic Institute” (NTUU “KPI”) was also initiated.
The project has an aim of contributing to further development of Ukrainian economy by developing human resources of Ukraine where marketing economy is developing, and also by improving relations between Japan and Ukraine in the spheres of external trade and business. One more aim of the project is deepening mutual understanding and strengthening friendly relations between our countries. The Center has Japanese language and Japanese art courses, and different events are also held. The Library of the Centre provides the information services, holds activities concerning cooperation with science society, industrial sector, and government institutions. Events on science technologies and culture exchange are also provided.
The Ukraine-Japan Centre also provides business mediation to all interested entities, by organizing and planning meetings for interested businesses, establishing connections with potential business partners in Ukraine and in Japan, with stable quality satisfaction of B2B marketing needs, creating conditions for promotion of own goods and services.
First Prorector Y.Yakimenko and Vice Rector S.Sydorenko of the NTUU "KPI" have been invited by JICA and visited Japan in October and in July 2010 respectively. During their visits, they had meetings at science-technical institutions and relevant government institutions, such as Tokyo University, Kyoto University, United Nation University, Ministry of Education, Culture, Sport, Science and Technologies of Japan, the Ministry of Foreign Affairs, and the Japan International Cooperation Agency (JICA).
Activation of cooperation and further development of cooperation with Japan in the sphere of science and technologies, discussion regarding the ways to improve functions of the Ukraine-Japan centre after 2011, initiation of mutual science activities between scientists of NTUU "KPI" and universities of Japan became main purposes of these visits.
Rector of National Technical University of Ukraine “Kyiv Polytechnic Institute” Dr. Mykhailo Zgurovsky, visiting Japan to attend the Science and Technology in Society 10th Annual Forum, October 6-8, 2013 in Kyoto, has signed with President of Tokyo University of Agriculture and Technology (TUAT) Dr. Tadashi Matsunaga the Agreement on Academic Exchange and the Memorandum of Understanding between Universities.
On November 24-30, 2013 Vice Rector of NTU "KPI", corresponding member of NAS of Ukraine prof. S.Sydorenko visited Japan to explore the new technologies, made the courtesy calls to institutions in scientific and technical sphere, in particular, the Japan International Cooperation Agency (JICA), the center of the Research Institute of Science RIKEN (Spring-8 Center), Tokyo University of Agriculture and Technology, RIGAKU-corporation, which is the global market leader in X-ray equipment for research and industry.
During the past several years, Japanese science-technology related organizations have been realizing cooperation with Ukrainian scientists within a framework of appropriate grant programs. About 30 institutions of the National Science Academy of Ukraine carry out mutual science projects; hold scheduled research investigations as part of direct agreements between institutes; and work in the laboratories of scientific centers in both countries in the fields of material science, informatics, physics, chemistry, biotechnology and bioinformatics, ecology, etc.
With the assistance of the Japan International Science and Technology Exchange Center (JISTEC) around 35 Ukrainian students and scientists made contract for internship in various leading science-technical institutions of Japan, in Tsukuba city particularly.
Based on the information of the JISTEC, they are superb in education-qualification level and scientist potential. They respect their colleagues and have positive references from their places of work. All these factors influence the interest of Japanese side in wider outsourcing and internship of Ukrainian specialists.
Ukrainian specialists from various ministries and institutions have received practical training through, and participate in, JICA training programs, and Japanese specialists have provided custom research at the request of Ukraine. All of these activities remain an important aspect of the target-oriented assistance to Ukraine by the government of Japan. During the last two years, nineteen Ukrainian specialists in geology, environmental control, statistics and foreign trade have participated in JICA training courses.
For more than ten years, the Nagasaki University, Atomic Disease Institute, National Center of Radiation Medicine of the Academy of Medical Science, and Institute of Endocrinology (named after V.Komisarenko of the National Academy of Science of Ukraine) perform research in multidimensional programs for the investigation of medical after-effects of the Chornobyl Nuclear Power Electrical Station disaster.
In the frame of official visit of President of Ukraine Viktor Yanukovych to Japan in January, 2011, he visited Kyoto University, where met with the President of the university, its leading lecturers and scientists.
Professor at the Institute for Frontier Medical Sciences at Kyoto University Shinya Yamanaka has made a presentation of new technologies, which fighting cancer, for the Ukrainian delegation. In 2006 Professor Yamanaka had invented a unique technology for generating human stem cells, which involves creating stem cells from human skin and is considered one of the main methods of renewable medicine of the future.
Viktor Yanukovych noted that Japan is one of the acknowledged world leaders in invention of new technologies, and its universities play the leading role in it. Kyoto University holds a worthy place among them with five Nobel laureates among its graduates. In turn, Professor Yamanaka said that his Center is interested in cooperation with the Ukrainian scientific institutions, particularly in training young scientists from Ukraine in Japan.
On 8-12 July, 2012 the visit of the Japanese delegation headed by Deputy Minister of Education, Culture, Sports, Science and Technology of Japan Mr. Kanji Fujiki was held to Ukraine In order to discuss the prospects of Ukrainian-Japanese cooperation in Science and Technology fields.
On 11 July, 2012 Head of State Agency on Science, Innovations and Informatization of Ukraine Volodymyr Semynozhenko met with Deputy Minister of Education, Culture, Sports, Science and Technology of Japan Mr. Kanji Fujiki and other members of the Japanese delegation. They discussed the future cooperation between the countries in scientific and technical fields, its prospects and format. Physics, materials of science and the science of space were recognized as the most perspective areas for further cooperation.
In March, 2013 Chairman and Founder of the International “Science and Technology in Society Forum", former Finance Minister Koji Omi visited Kyiv. He met with Minister of Education and Science of Ukraine D.Tabachnyk, Head of the State Agency for Science, Innovation and Information of Ukraine V.Semynozhenko, visited Kyiv National University of Taras Shevchenko, National Technical University "Kyiv Polytechnic Institute".
On 24-25 October, 2013 International Ukrainian-Japanese conference on industrial and scientific cooperation took place at Odessa National Polytechnic University. The event was aimed to study new possibilities and legislative grounds for the foreign investments into innovation projects of our national economy, and to present the scientific and research potential of Ukrainian HEIs.
Within the scope of the Conference there were discussed the problems of intellectual property, technologies transfer, private and state national and foreign investments into science at universities, prospects and ways of innovations industrial promotion, etc. Ukrainian side was headed by Evgen Sulima, First Vice-Minister of Education and Science of Ukraine and presented by such leading experts in the state, law, industrial, research and technological spheres as M.V. Kovin, Chair of National Council for Intellectual Property of Ukraine, V.A.Ivchenko, Vice-Chair of National Agency for Science, Innovations and Informatization.
On the part of Japan there were presented Mr. Kanji Fujiki, Deputy Minister of Education, Culture, Sports, Science and Technology, Mr. Toichi Sakata, Ambassador Extraordinary and Plenipotentiary of Japan to Ukraine, Mr. Michiharu Nakamura, President of Japan Science and Technology Agency, and others.
50 Ukrainian HEIs demonstrated their investigation outcomes, industrial models, and research projects. Scientific and research potential of Ukraine.
On August 24, 2005, the “Dnipro” rocket carrying two Japanese space devices was launched from the Baikonur Cosmodrome. The Japan Aerospace Exploration Agency (JAXA) produced two satellites, and the launcher. Optical Inter-orbit Communication Engineering Satellite (OICETS), weight 570 kilos, was created by the NEC Toshiba Space System Co. It has on-board experimental devices for inter-satellite laser communication systems.
Another satellite, INDEX (Innovative Technology Demonstration Experiment), weight 75 kilos, was created by the Institute of Space and Astronautical Science, a subdivision of JAXA. This satellite was designed for scientific observations of the Earth's aurora phenomena. Launch services were provided by ISC "Kosmostras", which was established by the national design engineering bureaus "Pivdenne", "Pivdenmashzavod" and "Hartron Corporation".
On July 2, 2010 the delegation of Japan consisted of representatives of the Tokyo University, Shinshu University and NPO InterCos visited Ukraine. The activities of Tokyo University in the sphere of developing nano-sattelites were introduced to the National Space Agency of Ukraine. They showed thier interest in mutual projects realization.
During the dialogue, both sides noticed that joint engineering and exploitation of micro/nano-satellites is an efficient and perspective direction in widening Ukraine-Japan cooperation in the space activities field. The decision was made to work on the possibility of giving the Project of the nano-sattelite engineering the status of Official Ukraine-Japan project.
On October 1, 2010, during Space Salon "AVIASVIT-XXI" the "Memorandum on commitment for realization the joint project on engineering and exploitation of micro/nano satellites" was signed. The aim of the project is to work on technologies and making researches of the environment, soil, agriculture resources, etc.
In June, 2012 the Japanese delegation of NPO InterCos and Tokyo University visited the State Space Agency of Ukraine. During the meeting, the sides discussed the establishment of Ukrainian-Japanese cooperation in the sphere "Environmental monitoring areas around Chornobyl and Fukushima by using microsatellites". Both sides expressed interest in such type of cooperation and willingness to implementation.
On 6 March, 2013 the Cooperation Agreement between International Center For Space Law, Koretsky Institute of State And Law of Ukraine and Center For Space Law, Keio University of Japan was signed by Deputy Director, Professor Dr. Nataliia MALYSHEVA and Director, Pofessor Dr. Kinji AKASHI.
In November 2013, a delegation of the Japan Aerospace Exploration Agency (JAXA) visited the National Space Agency of Ukraine to discuss the prospects of Ukrainian-Japanese cooperation in the space sphere. The Japanese side expressed its interest in participating in the project "Ionosat" on global monitoring dynamic processes in the ionosphere.
In June 2014 Japan and Ukraine jointly launched two small satellites Hodoyoshi-3 and Hodoyoshi-4 to monitor environmental damage near Japan's Fukushima Daiichi nuclear power plant and Ukraine's Chornobyl power plant. The space launch vehicle, the Ukrainian-designed Dnepr rocket, lifted off from the Dombarovsky space center in Russia's Ural region carrying 33 satellites from 17 countries including the two Japanese ones. Japan's state-run University of Tokyo developed the two satellites, while the rocket is operated by ISC Kosmotras, a Moscow-based joint venture owned by Russia and Ukraine. The joint Japan-Ukraine satellite project is a key step for Japan's space development efforts with low costs.
